Preheat the oven to 350°F. Use foil to line a 13 x 9 x 2-inch pan, then lightly grease the foil. To prepare the brownie crust, melt the chocolate and butter together and whisk to blend. Whisk in the sugar, egg, vanilla, and salt. Add the flour and whisk just until blended. Spread the mixture evenly in the prepared pan (it will make a thin layer) and bake for 10 minutes. Allow the crust to cool briefly while you mix the filling. Using an electric mixer, beat the cream cheese with the sugar at high speed until very fluffy, scraping the bowl often. Reduce the mixer speed to low and blend in the egg and vanilla, scraping the bowl as needed. Blend in the liqueurs, followed by the flour. Pour the filling over the brownie crust and return to the oven to bake for 25 minutes. Allow the bars to cool briefly while you mix the topping. To make the topping, whisk together the sour cream and sugar. Spread the topping in a thin layer over the bars, then sprinkle with chocolate chips. Return to the oven to bake for 10 minutes. Cool the bars thoroughly, then freeze for several hours to facilitate cutting. Serve chilled.
