Melt chocolate chips in a double boiler or saucepan over low heat. Add 1 cup sour cream and 1 tablespoon powdered sugar. Mix well. Place one flour tortilla on a serving platter and frost with about 1/4 cup of the chocolate mixture. Top with another tortilla and continue alternating chocolate mixture and tortillas. Halfway through, create one layer with strawberry jam instead of chocolate, then continue alternating tortillas and chocolate, ending with the last tortilla. Combine remaining 1 cup sour cream with 2 tablespoons of powdered sugar. Frost top and sides of torte. Cover with an inverted bowl or a “tent” of aluminum foil. Refrigerate for a minimum of 1 hour or overnight. To serve, decorate torte with chopped chocolate and sliced strawberries then cut into thin slices.
